$10 000 for free to put towards a new/converted downtown condo? There are some strings attached: "Anyone who buys a new, unsold, previously unoccupied condo in the Exchange-Waterfront district would be eligible for a $10,000 forgivable loan toward a down payment. Purchasers must live in the condo for five years and cannot flip the property. A total of $2.3 million over four years has been set aside for this."
