10. CHIEF ACCOUNTANT. REF: NCA/10/02/2013 (1 Position) The Position Reporting to the Executive Director, this is a managerial position and the job holder will be responsible for managing financial plans and all accounting activities and practices of the Authority. Key Responsibilities; Oversee the accounts, finance and tax functions while ensuring statutory compliance with statutory regulations. Ensure adherence to general acceptable accounting standards and principles. Maintain proper financial/accounting records and ensure that there are clear audit trails. Participate in the preparation of budgets and forecasts and report in a clear and timely manner on the attainment of these forecasts and budgets. Plan, manage and coordinate end of month and end of year closing process and procedures. Participate in the formulation of internal controls and ensure that these controls are implemented fully. Prepare clear and concise periodic financial statements and reports as required. Monitor the Authority’s cash flows and provide regular cash flow position reports as required. Preparation of annual financial statements for Auditing. Consolidation of county offices monthly, quarterly and annual financial reports. Any other duties as may be assigned by the Executive Director. Qualifications, Experience, Competencies; Holder of a Bachelors Degree in Accounting, Business Administration/Management, Commerce or any other Business related option. Be a qualified accountant with ACCA or CPA (K) professional qualifications. Have at least 7 years relevant working experience in a busy accounting environment. Have excellent communication, analytical and reporting skills. Have very good Microsoft Excel and Enterprise Resource Planning (ERP) management skills. Be mature, diligent and able to work under pressure A Masters Degree with a bias in Accounting or Finance will be an added advantage. Knowledge of government budgeting cycle/systems will be an added advantage.
