I am hoping that the Congress will revisit the issue on death penalty, especially on drug-related cases, Bautista told Mornings@ANC. Bautista issued this statement following his controversial slapping of a drug suspect last Friday. Bautista was captured slapping suspect Zhen Xu, 30, twice following a drug bust in Philcoa area. The suspect was caught carrying about 10 kilograms of shabu, with an estimated value of P15 million. Prior to the slapping incident, Bautista even had a high-five with the suspect after the latter stuck his head out of his car window while the mayor was granting reporters an interview. However, Bautista lost his temper moments later and slapped the suspect when the latter acted as if he did not understand anything when the mayor was asking him questions. The mayor has since apologized to the public over the incident. Bautista said the death penalty will deter crime in the country. But Commission on Human Rights chair Etta Rosales said an improved justice system, not the revival of the death penalty, will solve the rising criminality in the Philippines.
