17. SENIOR LEGAL OFFICER. REF: NCA/17/23/2013 (1 Position) The Position Reporting to the Executive Director, the job holder will be responsible for ensuring the legal protection of all the operations of the Authority. Key Responsibilities; Provide legal advisory and interpretation services to management and the Board and to ensure statutory compliance with existing law and regulatory requirements. Provide advice on any litigation affecting the Authority and develop a databank of litigation status of the Authority. Prepare policy papers and instruments, which have legal implications for consideration by appropriate parties. Follow-up and update management on court matters and attending court hearings for and on behalf of the Authority. Liaise with state law office and external advocates on litigation review and development of legislation and regulations. Preparing reports, letters and agreements. Ensuring compliance and renewals of all the licenses, contracts, agreements and permits of the Authority. Managing the legal implications of new projects of the Authority. Protecting the Authority from all legal litigations. Preparation of Board Agenda and papers, preparation of Minutes of the Board in a timely manner and to ensure their circulation. Advice the Authority in all contracts and agreements to be entered into between the Authority and third parties. Any other duties as may be assigned by the Executive Director. Qualifications, Experience, Competencies; A Bachelor of Law (LLB) Degree from a recognized university with Post graduate diploma in law from the Kenya School of Law. Been admitted as an advocate of the High Court of Kenya. A current practicing certificate. At least seven (7) years relevant working experience. Thorough understanding of the NCA Act 2011 and the Regulations. Excellent knowledge about all types of legal matters related to the operations of the Authority. Should have experience in handling litigation matters in a government institution. Excellent negotiation and communication skills. Excellent decision making abilities. Excellent logical and examination skills.
