18 Jan 15 Dear Thomas B Russell, Senior Judge, Western Kentucky United States District Court, My name is Ronald Hobson. I am a disabled veteran who has been more harmed by VAMC care than through service injuries. I would like to file a lawsuit for compensation of damages and get a subpoena to have all of my medical records released to the Kentucky Medical Licensing Board from all VAMC Facilities in order for Kentucky to pursue the investigation of Dr Mark Irvin and what may have started as an oversight and became a deliberate attempt upon my life with the VISN 15 denying my records for this purpose through failure to respond with properly signed release. The attempts at reprisal for my wanting Justice have been continuous for four years plus at the Marion VAMC through the Paducah CBOC and have included deliberately scheduling appointments without informing me so they would be missed, canceling travel orders already in place without notifying me, refusing to put travel orders in to get me to my appointments even when authorized travel, tampering and modifying long standing prescriptions without notification and without authority by a general practitioner, refusal to submit consults for assistance and medical care even though stating such were being submitted, refusal of treatment directly connected to service connection condition causing jeopardy of life and limiting functionality, lying in writing to a senatorial inquiry stating I had services which had been denied and I did not have, disposal of multiple TORT Claims without acceptance, ignoring accepted TORT Claims without investigation and refusing to allow other government offices to investigate. This is NOT the entire list, but it is a good start. I am asking for the sum of XXX million dollars in compensation for mental damages, neurological damages, emotional damages, and muscular damages along with continued punishment for seeking help for a current total of over four years. I do not have an attorney, but I do have all of the evidence in writing. This is such a large and longstanding situation with Federal Senators being involved that no attorney wants to stand against for fear of damaging Republican standings. At the same time, I would like to file a lawsuit against the OIG (Office of Inspector General) in the amount of 10 (ten) million dollars for failure to maintain accountability in Paducah Kentucky and Mayfield Kentucky CBOCs and refusing to investigate claims of damages to be distributed equally among veterans who have filed claims from these clinics through the OIG. I would also like to file suit against both Senator Mitch McConnell and Senator Rand Paul in the amount of 1 (one) million dollars each for failure to represent constituents choosing to rather represent the VISN 15’s lies to assist in covering Veterans Affairs problems. I have the letter from Rand Paul stating he could not get involved in legal matters of lawsuit or enforcement and then he turns around and files a lawsuit against the NSA to prove he is a liar that does not care about his veteran constituents. I have the response from the VISN 15 from both Senators which are NOT backed up by my medical records with both senators being aware and not caring they are lied to in official reply to senatorial inquiry. This money is to be distributed equally to all veterans registered for healthcare with VISN 15 in Western Kentucky. I am not an attorney. I have no idea of procedure. Will you please assign an attorney for the formal paperwork parts or accept my letter as filing of suit? I am enclosing an income statement from the Kentucky Department of Veteran’s affairs in order to apply for fee and cost waiver. Sincerely, Ronald Hobson
