1st: they need to call that township where the horse is. 2nd: they need to find out what the ordinances of that township are. 3rd: Township is responsible to investigate by calling the Animal Control. 4th: In the Michigan Abuse Laws, this treatment is a violation under adequate food and shelter. Doesnt matter what township it is, as long as it is in Michigan, it is held up by Michigan Law. You have to go through the proper authority
