2,000 Blasting Caps Confiscated in ZC Zamboanga City - Zamboanga City Police Office and Task Force Zamboanga intensified their campaign against terrorism in Zamboanga City in connection with the recent series of bombings that rocked General Santos City and Lamitan City Basilan a few days ago. Such measure is made to safeguard the public and preempt similar incidents that may crop-up in the city. The said campaign has hit the jackpot with the interception and confiscation of two thousand blasting caps at a local wharf on September 25, 2014, by joint police and military operatives in a sea vessel that came from Jolo, Sulu. It was found wrapped in a newspaper sealed by plastic tapes. This led to the arrest of two individuals, the alleged consignees of said explosives. Arrested suspects were identified as Al-Muksin Amilussin and Saud Arnado, residents of Barangays Talon-Talon and Rio Hondo respectively. Blasting cap is one of the components of an improvised explosive device (IED), used as its detonator. The finding is based on the previous recoveries of unexploded IEDs and those found in blast sites, wherein such type of component is frequently used as its initial charge. Police believed that the said blasting caps might be used by criminal elements in their bombing activities. Several lives might have been lost, had it not been intercepted and confiscated by the law enforcers. The interception of the shipment of said package is the result of intensified intelligence fusion being undertaken by the PNP and the AFP in Zamboanga City after tipsters provided the information to the Naval Intelligence Service Group of AFP-Western Mindanao Command. Said information was quickly relayed to the local police, tagging the sea vessel M/V Magnolia Lili Flora as its conveyance. Zamboanga City Police Station 11 dispatched two of its operatives to the local wharf on Wednesday morning, September 24, at around 5:00 AM, the scheduled time of the vessel to arrive at the Zamboanga City Port. Upon its arrival, inspection conducted on all baggage by joint operatives of PNP and AFP and the subsequent recovery of the explosive components, placed inside a baggage wrapped with packing tape and placed at the pilot house of the vessel. Operatives left the said baggage at the pilot house of the vessel and waited for the consignees to claim it. At around 9:15 AM that day, suspects Amilussin and Arnado claimed the baggage. After the duo unloaded it at the wharf, authorities quickly handcuffed them and brought them to Zamboanga City Police Station 11. Inventory done on the confiscated items counted it to a total of 2,000 pieces. Confiscated blasting caps were turned-over to Zamboanga City Bomb Squad office for proper disposition. Arrested suspects are now undergoing investigation to determine their group affiliation and their motive. The investigators are preparing the case to be filed in court against them. -with report from PO3 Jesica DL Sarsalejo, PO2 Radzben S Jul, PO2 Jonas D Macasa, Jr RPIO9
