2014-06-24 CONTRACTOR TAKES THE MONEY AND RUNS Work to rehabilitate the rural hospital in Angoche district, in the northern Mozambican province of Nampula, has been paralysed for nine months, because the contractor, despite receiving payment in full, simply abandoned the job, reports Monday’s issue of the Maputo daily “Noticias”. According to local government sources contacted by the paper, the contractor, Macumbe Construcoes, received the full cost of the job, amounting to about four million meticais (131,000 US dollars) – and then the work on the hospital stopped. The work involved replacing the roof on the maternity ward and the operating theatre, unblocking the drainage system and painting the building. The Angoche district government notified the contractor three times to explain the delays in concluding the job. Responding to the second notification Macumbe Construcoes claimed that the money had not been fully paid. But the Permanent Secretary of the district government, Clemente Loforte, denied this. He accused the contractor of dishonesty, saying that he had already received all that was owing. The “Noticias” reporter confirmed that Macumbe Construcoes had replaced the roofs, but had not completed painting the building and had not started to unblock the clogged drainage system. The rehabilitation of the hospital was paid for by the Chinese company Haiyun Mozambique Mining, as part of its corporate social responsibility. This company is exploiting the heavy mineral sands at Sangage, in Angoche district. The money was channelled to the contractor via the Nampula Provincial Directorate of Mineral Resources.
