2014 Mens CATS Holiday Program Thank you to all those who came out and showed their support at our Programs Division annual 2014 CATS Holiday Show! CATS is a 90-day Therapeutic Community Model program, focusing on drug offenders with the highest severity of addictions. It is one of the most successful programming efforts in the Salt Lake County Jail. CATS programming is provided by Valley Mental Health through funding by the Salt Lake County Division of Substance Abuse.
