2016 Tibetan Scholarship Program (TSP) Announcement India and Nepal January 19, 2015 10:28 am The U.S. Department of State’s Bureau of Educational and Cultural Affairs (ECA), is pleased to announce the opening of the 2016 Tibetan Scholarship Program (TSP). The TSP is sponsored by ECA and administered through a Cooperative Agreement with The Tibet Fund, in collaboration with the Central Tibetan Administration’s (CTA) Department of Education (DOE).
