20th July 2013 IMPORTANT INFORMATION FROM CONCERNED ROSEBANK RESIDENTS RE: PROPOSAL BY VISIONSTREAM TO BUILD A 30M CEMENT NBN MONOPLE IN CENTRE OF HAMLET OF ROSEBANK Dear Neighbours, On behalf of concerned residents of Rosebank, we are circulating this information to ensure that the wider local community is alerted of the proposal to install a 30M National Broadband Network pole on the property at the highpoint of the hill at the junction of Byrne and Repentance Creek Rds in the heart of the Rosebank village. Only 3 residences in Byrne Rd were advised by letter of this proposal by Visionstream, on behalf of NBN Co – hence why we have undertaken to circulate this information. A segment from the Visionstream letter reads: Quote: "NBN Co has engaged Ericsson as the equipment vendor and project manager to establish the infrastructure required to facilitate the fixed radio (wireless) component of the National Broadband Network. Ericsson has in turn engaged Visionstream to undertake preliminary and environmental, design and site acquisition investigations in relation to the establishment of the required radio network base station infrastructure". In this respect, Ericsson on behalf of NBN Co is proposing to establish a radio network base station at the above location utilising advanced technology to provide high quality wireless broadband services to customers in the Rosebank region. Fixed Wireless provides broadband services over the air from a radio network base station to an antenna and network box installed at a certain home or business. "The facilities proposed will involve the installation of a new 30m monopole with circular headframe, 3 panel antennas and 1 communications dish at 0.6 metres in diameter. Associated equipment housing will be established near the base and will be installed within a security fenced compound". We are circulating this information to inform as many people as possible, in relation to this matter and to share our concerns regarding the proposal. Whilst we recognise that Rosebank wants and needs faster internet connection, we are pushing for a less contentious and more suitable location, to which we are led to believe the landowner may be amenable on their property. Our main grounds for concern are as follows: • The World Health Organization (WHO) has classified Electro-Magnetic Radiation (EMR) as possibly carcinogenic to humans and several studies are currently investigating the long-term health effects of EMR in children and adolescents. The data provided about the EMR levels from the proposed NBN tower is vague, outdated and inconclusive. It does not allay our grave fears of possible negative health and environmental impacts from such technology, particularly in relation to young children and adolescents. • The site of the proposed NBN tower is right in the middle of our village, in the most densely populated zone of the whole of the Rosebank area. As such it will impact adversely on the greatest number of people and properties. There are 8 dwellings, commercial premises, school busstop and a Fire Station within 250 metres of the proposed tower and another 10 or more dwellings within 500 metres. • The total population of the Rosebank area is less than 300 people. 40 of these, including 12 children, live within 500 metres of the proposed tower. This proposal will adversely impact on a disproportionately large section of our small community and should be relocated to a more suitable site where it has minimal impact. • The proposed tower would be sited in a wildlife corridor that includes koalas which are already under stress due to a reduction of their habitat due to tree removal. The proposed tower and compound will only exacerbate their endangered situation. Finally, we are extremely concerned at the lack of transparency and community involvement or consultation on this important issue. At present, under current legislation, there is no requirement for community consultation for placement of these towers, no council approval required, and no legal requirement for this company to inform anyone, except the properties that they deem to potentially directly affected. Please note, we are not the only local community experiencing this issue – there are 16 towers in the Lismore LGA under planning at this moment in areas such as Macleans Ridges, Eltham, The Channon, Dunnoon and so forth – and the bulk of these 16 towers are to be located in the North East of the Lismore LGA. Each region is actively engaging in the same communications campaign to ensure that all affected in their area are aware of the issues – and if concerned, to work on a practical approach to resolve the decision relating to the locations of these towers. Please feel free to email/join the Facebook to keep up to date and to share with anyone you think would also want to be kept up to speed on all. The main issue for all is to understand and inform yourselves as to the proposed locations and potential impact of these towers and if concerned, then – how to voice your concern.
