24-HOUR PUBLIC WEATHER FORECAST Issued at: 5:00 AM 13 November 2014 Synopsis: Tail-end of a cold front affecting Eastern Visayas. Northeast monsoon affecting Northern and Central Luzon. Forecast: Eastern Visayas will experience cloudy skies with light to moderate rainshowers and thunderstorms. Metro Manila, Central Luzon, Cagayan Valley, Cordillera and Ilocos Region will have partly cloudy to at times cloudy skies with isolated light rains. The rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms. Moderate to strong winds blowing from the Northeast will prevail over Luzon and Visayas and the coastal waters along these areas will be moderate to rough. Elsewhere, winds will be light to moderate coming from the Northeast to North with slight to moderate seas
