250 new pickups for soldiers to be procured by NAADS!! The National Agricultural Advisory Services (NAADS) has received funds from the government to be used for the purchase of 250 4X4 Double cabin pickup motor Vehicles according to executive director Dr. Samuel Mugasi. For he said that the old fleet of vehicles had become old and they are buying new ones to replace them for NAADS activities. The source revealed that the old fleet was 112 vehicles since every district had a vehicle for the NAADS coordinator. He said after disbanding NAADS and the coordinators, the vehicles have since been handed over to the respective district chief administrative officers to help in coordinating agricultural activities. A quick check with Toyota Uganda established that each of the brand new 4X4 Double Cabin Pickup Motor Vehicles costs about $44,000 (sh122m) on the road; implying that the 250 vehicles would cost about sh30.5b I have been disturbed by this kind of spending and of course other related government spendings. Some time they leave us wondering whether they are sensitive to the needs of the common man!! Do we still do needs assessments before making decisions on how to invest the tax payers money? With an estimated 1,364 sub-counties in the 112 districts in the country including the five divisions of Kampala Capital City Authority, it means the move to disband the programme affected about 4,204 technical people when NAADS program was handed over to army who had jobs and still have their jobs!. I had thought that since they were changes in the management of NAADS, the focus would be on new innovations, research, mechanization but instead, they are doing the same things, you cant keep on doing the same things and expect different results!! Maybe, there are things they working on in the background that we are not aware yet. Maybe someone out there is wondering what I would have recommended to government to spend on, How about using that money for acquisition of tractors to each sub county level in country since we still have the old fleet of vehicles which the army officer could be using for monitoring NAADS activities? You can get a tractor at cost of sh 53 million each in Kampala which get to roughly sh 73 billions to cover each sub county in Uganda. I cant wait to hear your ideas on this as well.
