27.8.2014. *****INFORMATION SHARING MEETING ON 27.8.2014**** As scheduled, the Information Sharing Meeting with all unions were held on 27.8.2014. The management was represented by the Chairman, Shri S K Roy, all the managing directors & the officials of Personnel department. NOINO was represented by Smt. Anagha Sant, GS, NOINO(stationed at Pune); Shri Rajesh Dubey, Orgn Secy, NOINO(stationed at Varanasi) & Shri Sibabrata Saha, Joint Secretary, NOINO(stationed at Silchar). The meeting started with a joint session. *******JOINT SESSION******** The Chairman took stock of the current economic situation & asked the employees to brace for the intense competition in the future. He also said that there would be more importance to the quality of service factor rather than the product as there would be similarities. He proposed a few steps to improve the working of the Corporation:- • Biometric system for password to prevent frauds. • Need-based recruitment in the core areas. • No union activities during office hours & no slogan-shouting/demonstrations inside the premises. • Re-deployment within & outside station & inter-change of duties. • Extension of cash hours by one hour. He then proceeded to offer a wage-rise of 10.5%. Speaking on behalf of NOINO, our GS, Smt Anagha Sant rejected the offer saying that it did not reflect the aspirations of the employees nor the paying capacity of LIC & asked for an immediate & substantial revision in the offer. She also protested the various restrictions imposed during this meeting terming them as anti-union & anti-labour. She also reiterated our opposition to the move to restrict union activities. She also said that for validation purposes some other solution should be found other than bio-metric password. She also protested the withdrawal of various benefits such as LTC & mementoes given to AAO’s & AO’s during the conferences of various departments. The proposal for extension of cash hours was also opposed. She further submitted that the Class I Officers deserve a better deal than what they are getting. For many years, there is no recruitment in Class III & IV. Class I Officers have to perform non-supervisory duties. There is no monetary incentive for sitting late. There is no security for the employees sitting late after office hours, especially for lady employees. The Marketing officials are being unduly pressurized & sometimes humiliated. Class I Officers are being asked to work on Sundays & Holidays. She demanded that not only the earlier benefits be restored, but a package matching the aspirations of the Class I Officers should be given. *******INDIVIDUAL SESSION********** Thereafter NOINO had separate discussions with ED(P), Shri M R Kumar; Chief(P), Shri T R Mendiratta & other officials of Personnel department. NOINO was represented by Shri Dattaraj Prabhukhanolkar, Res Secy, NOINO; & Smt Neeta Prabhavalkar, VP, NOINO, Mumbai in addition to the above three representatives. Though time allotted was very short, we raised/discussed the following points:- 1. Wage-rise proposal:- The management has given certain figures giving the impact of the offer given today. We said that we would study these & reply in detail later. We also reiterated our opposition to linking the wage-revision with banks. Management was positive on this issue. 2. PLLI:- We reminded management about our comprehensive letter dated 6th November 2013 on this issue & said that the points such as equal percentage for all; single parameter of increase in Total income instead of several parameters; current annual pay to be taken for calculation etc should be considered. Management was positive about the current annual pay to be taken for calculation & said that a proposal has been already forwarded to the Government authorities. 3. One more pension option: - Management said that they have been continuously following up with the Government for the same & were positive about it. 4. Anomaly after computer increment: - We have been continuously raising this point. However, management was not positive on this issue. 5. Excess & Wrong Payments – As on several occasions earlier, we pointed out that the officers were unnecessarily harassed for system errors. As earlier, we also suggested Fidelity Insurance or a reserve fund specifically for this purpose as the other options. Management was positive & said that they had taken up this issue with F & A for the possibilities of raising such a Fund & only system errors EWP could be met out of it. 6. Running scales & Grade pay:- We once again raised these issues. We also reminded the management that we have already submitted the pay-scales with running scales. Management asked us to submit a proposal giving the effect of each on the current pay-scales. However, they said that any one of these could be accepted as they are co-related. 7. Increment as percentage of basic pay: - Management was not positive as they felt that it was not feasible. 8. Withdrawal of LTC benefits:- Management replied that it was as per CVC guidelines. However, they were positive about the simplification of the rules. They also assured to make efforts for encashment of LTC. 9. Sabbatical/child care leave for female employees:- Management was not positive on this issue. 10. Late-sitting:- We again raised this issue & also demanded immediate recruitment in Class III/IV. Management said that all out efforts were being made to remove legal hurdles for recruitment. 11. Security of employees especially female employees due to late sitting:- Management said that they would take up the matter with OS department. 12. Technical allowance to Class I Officers :- Management was positive on the issue of allowance to Class I Officers having Insurance qualifications. 13. Election duty:- Management said that they had done whatever possible could be done till now. NOINO will continue to follow up the issues of the Class I Officers. Sd/- Anagha Sant GS, NOINO
