27 Members of Congress Refuse to Accept Pay During Government Shutdown. The government will remain in a limited shutdown until either Barack Hussein Obama or Congress caves on funding Obamacare. Since no one knows when the shutdown will end, the 27 legislators who are refusing their federal pay during the shutdown need to be recognized. Steve Daines (R-Mont.), Rep. Tulsi Gabbard (D-Hawaii), Rep. Pete Gallego (D-Tex.), Rep. Derek Kilmer (D-Wash.), Rep. Markwayne Mullins (R-Okla.), Rep. Gary Peters (D-Mich.), Rep. Scott Rigell (R-Va.), Rep. Mark Sanford (R-S.C.), Rep. Eric Swalwell (D-Calif.), Rep. Niki Tsongas (D-Mass.), Rep. Ann Wagner (R-Mo.), Rep. Ron Barber (D-Ariz.), Sen. Ted Cruz (R-Tex.), Rep.
