29 April 2010 GENTLEMEN OF THE ARMED FORCES: RE: TWO PREVIOUS MILITARY TAKEOVERS STAGED BY THE AFP The history of this nation shows that the AFP — in pursuit of its constitutional role as protector of the people under Article II, Sec. 3 of the supreme law of the land — undertook the following: 1. FIRST MILITARY TAKEOVER: The AFP put an end to the 20-year-old Marcos Dictatorship in 1986 but immediately turned over the reigns of government to a civilian leadership [under Corazon Aquino] which turned out to be worse in terms of corruption and incompetence. 2. SECOND MILITARY TAKEOVER: Similarly, the AFP put an end to the two-year-old ESTRADA leadership. But, again, the AFP immediately turned over the reigns of government to a civilian authority [under GMA] which turned out to be the most corrupt in the history of the Republic as well as in the saga of Asia. Premises considered, there was therefore no such thing as “PEOPLE POWER”. This power does not exist in reality. What saved the country in the past was MILITARY POWER. The credit belongs to the AFP. And we need it for the third time, albeit MILITARY POWER should, and ought to remain, in the country for as long as necessary to completely place all crooks behind bars and establish a truly Meritocratic republican system of government based on a policy of TOTAL HONESTY in public service. The present problems facing the Republic today are many times worse than those which resulted in the two military takeovers mentioned above. Presently, what we have are the following: 1. Through proxies, Malaysia is actually occupying a substantial part of Mindanao in total disregard for Philippine Sovereignty; 2. Six (6) Islands — i.e., Sabah, Mischief Reef, Pugad Island, Y-ami Island, Las Palmas Island, and another unnamed island somewhere in the Spratley Area, have been seized and occupied by neighboring countries; and 3. The global community, including the coastlands of the Philippines, are being rapidly gobbled up by fast-rising water levels due to Global Warming and melting of polar icecaps. Yet, all the same, it is submitted that the AFP was indisputably right in twice boldly setting aright a derailed democratic order of this country. Today, our Republic is once again faced with crises greater in magnitude than the two previous crises against which the AFP used its power to Protect the People. I say “greater in magnitude” because of the following: (1) the 47-year-old Malaysian invasion of southern Philippines, which has caused the deaths of more than 200,00 Mindanaoans, and inflicted incalculably severe damaged to properties, has now peaked to a point where Malaysia is ACTUALLY OCCUPYING a substantial area of Mindanao through its proxies; (2) thus far, six of our territories have been seized by neighboring nations such as Pugad Island, Mischief Reef, North Borneo, Las Palmas Island, Y-Ami Island, and another unnamed island recently seized and occupied by Malaysia in the Spratley area; and (3) all coastlands and coastal cities in the county are in eminent danger of being swallowed by fast-rising sea levels caused by rapidly melting polar icecaps triggered by Global Warming. These three critical theaters of crises are many times worse in magnitude than the Marcos Dictatorship and Estrada Leadership combined. If the AFP deemed it necessary to constitutionally intervened against Marcos and against Estrada, then — a fortiori or with more reason — it is imperative that the AFP must do so now; and, among others, drive Malaysia and its proxies out of Mindanao; and, at the same, (2) recover all lost national territories. With this, and on behalf of the roughly 100 million Filipinos, as well as those yet unborn, who cannot speak for themselves, I am calling upon the military to fulfill its constitutional mandate for the third time. But this time, I expect the military to hold on to power until this land becomes crook-free; corruption-free; drug-free; and all our lost territories shall have been fully recovered. Likewise, I expect the AFP to relocate millions of our People in the lowlands to highly elevated areas because of the fast-rising sea levels around the world. Finally, I expect the AFP to wake up to the reality that the elitist leadership of this land can effectively solve the aforementioned crises. For 64 years, the elitist leadership of this country has failed. Hence, it would be an extreme folly to live in the illusion that the oligarchs — the Aquinos, Roxases, Villars, etc. – can still save the Motherland and lead our People to that sunlit plain of progress under a regime of justice and liberty.
