3-tier security in JK ahead of Obama’s visit: DGP Army in state of maximum alert Srinagar: Director General of Police, K Rajendra Kumar Friday saidthree-tier security arrangements were in place in the State ahead of the US President Barack Obama’s high profile visit to India and January 26 functions across the State.Talking to Rising Kashmir, the State police chief said a three-tier security ring was in place in Jammu and Kashmir ahead of the visit of the US President and January 26 parades that would be held across the State.Kumar said keeping the past and present circumstances into consideration, police had made adequate deployments by calling in additional reinforcements.He said police was coordinating with Army, paramilitary forces and intelligence agencies and had received intelligence inputs that militants were waiting to infiltrate across the Line of Control in frontier districts of Baramulla and Kupwara and across the International Border in Jammu.The DGP said keeping in mind the Chattisinghpora massacre of March 20, 2000 that occurred ahead of the visit of former US President Bill Clinton to India, there was a possibility of an attack with that viewand for that security arrangements had been made.Unidentified gunmen had killed 36 Sikhs in Chattisinghpora village of south Kashmir’s Anantnag district ahead of Clinton’s visit to India.While New Delhi has asserted that it was conducted by Lashkar-e-Taiba militant group, Madeleine Albright, the first woman US Secretary of State, in an introduction of her book ‘The Mighty and the Almighty: Reflections on America, God, and World Affairs’ accused “Hindu Militants” of perpetrating the act.On Sunday, US President Obama begins his three-day visit to India where he has been invited by Prime Minister, Narendra Modi, to attend the country’s Republic Day parade in New Delhi.Ahead of the Obama’s visit to India, the State Police chief held coordination meetings with Army, paramilitary forces and intelligence agencies.“The tasks have been specified, both individual as well as collective,” the DGP said.He said Police, Army and paramilitary forces discussed all the vulnerable points, minority pockets and installations of military installations in the state where militants could try to strike ahead of the Obama’s visit.The State Police chief said the borders along the State – LoC and IB– were under constant surveillance and everything was done to stop the possible infiltration bids.He said certain nuggets were in placeto ensure that militants do not attacksoft targets.“Major steps have been taken but militants may still take some desperate action at a few places to make their presence,” he said. “Although the militant numbers have declined, even if there is only a one militant active in the State, he will try to strike.”Meanwhile, a top Army officer, who isnot authorized to talk to the media, said security measures were being taken to ensure no untoward incidentlike Chattisinghpora massacre takes place ahead of the US President’s visit to India.He said there was a state of maximum alert in Jammu and Kashmir and the counter-filtration grid was strong and robust.“Troops have been told to ensure that infiltration does not take place through LoC and International Border while in the hinterland intelligence inputs have been sought to ensure that any plans of militants carrying strikes are foiled with the help of Police and paramilitary forces,” the Army officer said.However, he said militants coming through the coastline to India and then travelling to the State for carrying attacks could not be ruled out.“There are many militants who comethrough the coastline as civilians andthen travel in trucks or as tourists to the State,” the Army officer said. “All this cannot be ruled out or stopped.”He said Army, Police and paramilitary forces were coordinating with the troops and policemen from other State through intelligence agencies.
