30-YEAR NATIONAL INTEGRATED INFRASTRUCTURE DEVELOPMENT MASTER PLAN (NIIMP). In response to the persistent clamour of some well-informed development economists for a very clear, long term and holistic Integrated Infrastructure Development Master plan to drive the sustainable growth and development of the Nigeria economy against the adhoc and disjointed approach of the past years, the Federal Government of Nigeria recently unveiled its 30 years N485trillion integrated infrastructure development master plan. The integrated infrastructure development master plan is to be broken into phases, with the first phase which will gulp over USD166billion/N26.8trillion expected to be implemented within the periods, 2014-2018. The NIIMP bill which is still being drafted will be presented to the NASS as an executive bill in order to provide an enabling legal framework for coordinated, sustained and well directed implementation. It is very obvious to every discerning follower of political developments in Nigeria that just like the PIB bill that have been before the NASS for years now, that this potential massive economic development catalytic bill may not even get to the NASS before the end of the tenure of this 7th NASS. THE GERMANE QUESTION However, very pertinent question suffices as to how best the critical legal framework for the NIIMP can be crafted and worked out holistically in order to address the very important matter of enhancing linkages in the infrastructure sector including energy (power, oil and gas), transport (roads, rail, ports and airports), housing, water, security, information and communication technology (ICT) etc. over the periods that it is envisaged to cover. A bill of such magnitude and importance require the critical input and review of very knowledgeable, versatile and multi-talented team of legislators, who clearly understand the workings and linkages of these critical sectors of our national economy. EXPECTED ROLE OF THE ELECTORATES IN THE RUN IN TO THE 2015 NATIONAL ASSEMBLY ELECTION. It is expected of most of the electorates, especially, the enlightened ones to start putting pertinent questions across to all the aspirants jostling to represent them at the National Assembly on what roles they will play in ensuring that this bill and some other bills that will be required to addressed some of the major structural imbalances in our body polity see the light of the day. The electorate should test the aspirants to ascertain their level of understanding of the enormity of challenges facing Nigeria and their preparedness to use the instrumentality of legislation and statutory oversight functions available to them to tackle these challenges in a very sustainable and longer tenured manner. It can only take an enlightened electorate to expose the emptiness or unpreparedness of aspirants and alert the less enlightened ones, who are mostly carried away by the bandwagon effects or whimsical things that tilt mostly towards the primordial. I dare repeat again the one can only give what he has. You do not provide legislative solutions to problems you do not understand its root cause. Social Engineering or crafting of excellent sociopolitical/economic order require the input of well grounded, versatile and multi-talented social engineers that have deep understanding of the trans-versing, multi-linked and intertwined deformities in our socioeconomic/ political life and how it can be fixed wearing the uncompromising garb and having unshakable/consolidated political will. We shall within the constraints of time and space, overtime attempt to dissect the contents of the NIIMP blue print and start a mock legislative review and examination of its most critical elements with our positional statements for your critic and commendation.
