38 civilians killed by Govt forces in 2014’Hurriyat (M) releases report on human rights violations in Kashmir, Dec 10: “As many as 38 civilians were killed by government forces in different parts of Kashmir this year due to unbridled powers and lack of accountability for human rights violations among the armed forces,” states a comprehensive report released by Hurriyat Conference (M) on Wednesday.The report ‘Human rights violations in Kashmir- 2014’ prepared by the Human Rights Division of Hurriyat (M) was released on the occasion of WorldHuman Rights Day. It alleges that “human rights violations in Jammu & Kashmir are being used systematicallyas a weapon of war against the people of the state to curb their ongoing movement of freedom and to crush them to submission.”The report highlights cases of human rights violations allegedly by various security agencies in Kashmir and seeks independent and impartial investigation into them by international human rights organizations.“Since January 2014, 38 civilians werekilled either by government forces or the agents working on their behest in different parts of Kashmir Valley,” the report states.Giving details, it states that 22-year old Wasim Mehraj Malla, a student from Sopore in North Kashmir was killed on February 21. “On March 14, Farhat Ahmad Dar, a student, of Shah Gund Hajin was shot dead allegedly bystate police. A Government employee Zia Ul Haq was killed on April 24 at Herpora Shopian by unidentified gunman. In another incident, 26 year old Bashir Ahmad Bhat of old town Srinagar was allegedly shot dead by paramilitary CRPF on April 30. In May around eight people including a sarpanch were killed in various incidents of violence. Two political activists Abdul Rashid Ganai and Abdul Rashid Bajaad were killed when hit by a police Rakshak vehicle during violent clashes near Warsun area of Kupwara on May 16,” the report states.“On May 19, nine-year old girl student Simran Akhtar of Tosamaidan Budgamwas killed due to a littered shell of Army which exploded near her school resulting in her death. In another incident, at the same place, 26-year old Bilal Ahmad Parray of Cherhar Beerwah died when he encountered anunexploded shell of Army on July 16 atTosamaidan. On May 20, 25-year old Naseer Yousuf Mir, a mobile mechanicof Pinjoora Shopian, was kidnapped and shot dead by unidentified gunmen. On June 23, Arshad Ahmad Shah, a 22-year old driver from Nasim Bagh Sopore was allegedly shot dead by state forces. In a protest against thekilling of above mentioned Arshad Ahmad Shah, another youth got killed after government forces fired upon protestors,” it states.It further states that on July 19, 15-year old Suhail Ahmad Lone a ninthstandard student was allegedly shot dead by CRPF during a protest rally at Hawoora Qaimoh in South Kashmir.“On August 13, Manzoor Qasab resident of Awantipora, a car mechanic, died in cross firing betweenarmed militants and state forces at Galander, Pampore.On November 2, Faisal Ahmad Bhat and Mehraj Ahmad Dar were killed when soldiers of Army’s 53 Rashtriya Rifles opened fire on a car in Chattergam area of District Budgam. Inthis shoot out, two other youth namely Muhammad Zahid Naqash and Muhammad Shaker Bhat got critically injured. All the four youth belonged to Chattergam village of District Budgam,” the report states.The report also states that 38 armed forces personnel and 95 militants were killed in encounters in 2014. Giving statistical data, the report states1973 FIRs have been registered against 9429 persons since 2009 in different districts of Kashmir division. “16,329 PSAs have been slapped so far since 1988, the year when armed struggle started in Kashmir Valley. Also 707 FIRs were filed against juveniles since that date. Presently, 2364 persons are languishing in different jails and sub jails. 1311 complaints and FIRs have been so far lodged against government forces for different acts including rape and killings since 1988. 471 Interrogation centers still exist in Kashmir. The Indian army has tortured one out of every six people living in Kashmir in these centers. About 788 stone pelterswere taken into custody and 38 civilians have been killed in different incidents of violence across the valley in 2014,” the report states.The report states that in October, five Kashmiris namely Javed Ahmad Khan, Abdul Gani Goni, Lateef Ahmad Waja, Mirza Nisar Hussain and Muhammad Ali Bhat were sentenced to life imprisonment in Rajasthan. It states these persons have served detention for 18 years.“Due to pending dispute on Kashmir and failure in finding a peaceful resolution of this dispute, frequent incidents of firing and shelling on LOC and Border occurred between the troops of India and Pakistan resulting in a great loss of life and property of the people living these areas. In 2014, alone 47 civilian deaths and a great loss of property has been reported dueto the incidents of shelling and firings in these areas. Thousands of people have also migrated from their homes on both sides due to these clashes,” it states.“Human Rights Division of All Parties Hurriyat Conference is deeply concerned over the lack of accountability for human rights violations and abuses that have occurred in J&K in recent years. Human Rights violations in Jammu & Kashmir have been and are being usedsystematically as a weapon of war against the people of Jammu & Kashmir to curb their ongoing movement of Freedom and to crush them to submission. Violations including extra judicial killings, involuntary disappearances, torture during custody, rape and molestation of women, denial of right to protest, denial of right to travel and other types of rights violations are used for this purpose,” it states.Chairman of Hurriyat Conference (M) Mirwaiz Umar Farooq said for the people of Jammu and Kashmir all declarations of the United Nations on protection of human rights are “hollow and meaningless because they are worst victims of the abuse of these rights.” The Hurriyat (M) Chairman said on December 10, when the entire world reiterates its commitment to promote and protect the human rights of the people of the world, the people of Jammu and Kashmir once again try to rekindle their dimming hope in the Universal Declaration of Human Rights. “Kashmiris expect from the UN that their right to be heard will also be recognized and they too will be counted as a people among the ‘people of the world,” Mirwaiz added.
