3PM NEWS UPDATE WITH Orange Civil society organizations want the national budget 2014/15 revised before it is passed by parliament. They claim that in its current state, the budget doesn’t cater for improvements in the health sector. The recently read national budget focuses on productive aspects. Civil societies argue that Paraffin which has been taxed further and yet is commonly used by most hospitals in rural areas in the night will affect operations in these hospitals. They also want clarity on how much of the 450 billion shillings that was allocated for enhancing civil servants’ salaries will go to health workers. Non-Governmental Organizations have admitted to negligence on their part as the reason for rampant burglaries meted on their office in the recent past. Coordinator Citizen Mobilization at Uganda National NGO Forum Mr. Job Kijja has said that they found that the problem was internal as some NGOs don’t have guards at their premises yet they deal with pro- democracy work. Kampala Metropolitan Police spokesman Patrick Onyango earlier implied that the NGOs steal their own property and frustrate police to investigate deliberately. Police continues to crack down entertainment places such as pubs that have not yet met the required security standards that police issued out to them in the wake of world cup viewings and terrorist threats from Al Shabab. Last night various pubs were closed down and owners arrested for not cooperating. Police says the operation will go on until they are sure of safety in the country. Sri Lankas parliament has rejected an investigation by the UN human rights body into alleged crimes during the final stages of island nations civil war that ended in 2009. The motion was approved by a 144 votes in the 225-member parliament. The refusal of Sri Lankas parliament however, is not binding on the investigation that was prompted by allegations of serious human rights violations, especially in the final months of the fighting. Iraqi government forces are battling Sunni militants for control of the countrys biggest oil refinery. A military spokesman has confirmed that forty assailants were killed overnight but denies the facility was close to being overrun. Meanwhile, some workers said the militants had seized most of it and that troops were concentrated around the control room. This comes as US President Barack Obama considers a formal request from Iraqs government for air strikes against the militants, who have seized several northern cities and towns since last week.
