The UN should seriously consider the activation of the doctrine of the Responsibility to Protect or R2P, in light of the flow of credible reports, including its own expert on Burma, the UN’s Special Rapporteur on Human Rights in Burma, which characterize the plight of the Rohingya as ‘high risk’ of further violence or ‘profound crisis’,214 while the State is either directly responsible for the punishable acts of genocide or maintaining a ‘culture of impunity’ in cases where mass violence and killings of the Rohingya wss outsourced to the local Buddhist Rakhine.
