Senior Grants and Compliance officer Catholic Relief Services is seeking a Senior Grants and Compliance officer with experience in Grant management, institutional capacity building, budgeting, and implementation of sub-recipient monitoring policy. The incumbent will ensure that CRS Rwanda complies with the donor regulations in grant reporting. S/He will also ensure adequate sub-recipient monitoring in terms of assessment, forecasting, financial reporting and liquidations and field monitoring. The Applicant must fulfill the following conditions: Qualifications and Personal Professional skills: Minimum Bachelor´s degree in finance or accounting required. Technical or professional certificate in accounting desired. 7 years’ experience in finance and compliance. Fully conversant with US Government Cost and principles for NGOs, significant USG grants management experience and knowledge of USG rules and regulations Ability to manage a function for grants and compliance High level in finance for NGOs, donor regulations with minimal supervision. Ability to analyze and interpretation of data in finance for NGOs and grants. Independently able to perform a major part of a professional area program. Understands and applies highly technical knowledge and skill, applicable laws, agency rules and regulations for finance and compliance; Good communication skills; Proven experience in interaction with donors and local or international sub grantees. Ability to lead and transfer knowledge management in finance and compliance. Experience on cost applications ; Proficiency in Sun Systems and Query &Analysis application strongly preferred French and English as working languages Proficiency in Microsoft office applications 2. Senior Driver Catholic Relief Services is seeking a Senior Driver who will be primarily responsible for driving CRS vehicles on business trips according to the vehicle policy. S/he will ensure also leads preparation of the weekly displacement plan. The incumbent will also oversee the maintenance of the vehicles, particularly repairs required by maintenance garages. The Applicant must fulfill the following conditions: Qualifications and Personal Professional skills: Post primary education Driving license for small vehicles and medium trucks At least 1 year experience in similar responsibilities Mechanic Certificate and basic mechanic skills Good knowledge of Rwandan territory/ roads Basic language skills in English and or French Integrity Sound profile of team spirit Punctual Courtesy required Basic knowledge of computer software (MS Office, Word, Excel, Outlook, etc.) 3. Senior Administrative and Supply Chain Officer Catholic Relief Services is seeking a Senior Administrative and Supply Chain Officer who will ensure efficient and effective procurement of goods and services including consultancies through local and international purchases for the Country Program. S/he will be responsible to ensure timely, efficient and effective administrative and technical support to the CRS/Rwanda fleet management. The incumbent will be responsible for the delivery of mail and materials to the partners. S/he will also monitor utility providers ensuring the most reliable service possible. S/he will contribute to the knowledge transfer and sharing of best practices with the partners in the field of procurement and fleet management. S/he will identify areas of cost saving in the field of procurement and fleet management and advices the management accordingly. The incumbent will maintain relationship with current and potential vendors and ensures proper management of service and consultancy contracts. The Applicant must fulfill the following conditions: Qualifications and Personal Professional skills: A minimum Bachelor´s Degree in Supply Chain or Management, or similar degree. Emphasis on fleet management and procurement is a plus Minimum 5 years of experience as a senior procurement and fleet management professional in a NGO, public sector or business environment with a proven track record. A mature and professional individual with high personal integrity Sound understanding of Customs’ procedures and processes Proven attention to details and strong organizational management skills Ability to interact effectively with government agents and local partners. Familiar with USAID and other Donors´ policies and regulations Proficiency in planning and time management High level of negotiation skills Proven knowledge of the Rwanda market Sound understanding of mechanics/garage management Experience with fleet and procurement Information Systems. Good command of computer software (MS Office, Word, Access, outlook, etc.) and advanced Excel knowledge. Demonstrated ability to work effectively in a collaborative/team environment Very good English and French writing and speaking. Excellent Kinyarwanda speaking and reading Good reporting skills Ability to work with a minimum of supervision Driving License at least category B 4. Administrative Assistant Catholic Relief Services is seeking an Administrative Assistant who will be responsible for managing the reception and mailing system for the Country Program. S/he ensures also that all travel arrangements are properly and timely addressed for CRS staff and visitors. The incumbent manages the petty cash as per the policy. The Applicant must fulfill the following conditions: Qualifications and Personal Professional skills: Diploma in Languages, Secretariat , Book keeping , Accounting, Human Sciences At least 2 year experience in similar responsibilities Fluent in written and spoken English and French Proven high level of integrity and discretion is a must Sound profile of team spirit Attention to details and sound level of diligence is desirable Proficiency in time management and self-organizational skills Good courtesy and interpersonal communication skills Good command of computer software (MS Office, Word, Excel,outlook, etc.) 5. Accountant Catholic Relief Services is seeking an Accountant with experience in accounting system, reconciliation of accounts receivable, data entry, financial analysis and entries adjustments, taxes and social security, institutional strengthening. The candidate will ensure good stewardship of agency resources and the integrity of financial management systems in the CRS/Rwanda Country Program that they are according to accepted standards, agency and donor policies and regulations, and local laws. S/He will work closely with the Team Leader - Accounting and other CRS/Rwanda staff to ensure timely disbursement of funds to CRS/Rwanda’s Partners and suppliers and timely liquidation of all receivables. The Applicant must fulfill the following conditions: Qualifications and Personal Professional skills: Bachelor´s degree in accounting, finance or management required. Technical or professional certificate in accounting desired. 5 years of experience in accounting for NGOs. Medium level in professional or technical area with assigned responsibilities for planning, implementation and reporting. Experience with laws and regulations pertinent to NGO taxes and donor funds.
