5 OCLOCK NEWS UPDATE WITH Orange The East Africa Community Secretary General Dr. Richard Sezibera calls upon health service providers in member states to focus on role of laboratory services in quality health care. In his speech during the 12th Bi-annual Conference of the Association of Pathologists of East, Central and Southern Africa in Arusha, Tanzania, stressed that the state of laboratory services in the EAC Partner States has a strong bearing on the quality of the health services. Sezibera urged the pathologists to re-dedicate their commitments and lab scientists to reclaim their position as the custodians of the practice of medicine. He called for greater attention and resolute actions by development planners include planners in the Health Ministries, Planning Commissions, Higher Education authorities, Ministries of Finance and others to realize the significant contribution of pathology services. The Ministry of Finance, Planning and Economic Development, Principle Economist, Moses Ogwapus has tasked private school owners to justify the increased fees structures hiding under the guise of government repealing tax exemptions. Ogwapus told journalists at the Media Centre in Kampala that private school owners are shriving on the ignorance and reluctance of the public but the repealed tax exemptions are not in any way connected to the hiking of school fees as many are claiming. The Principle Economist said the tax is not imposed on the school fees paid by students or schools but rather on the profits made by the business owner. Ogwapus sighted that the tax will increase fairness in the social sector like health and transport which have not been enjoying the tax exemptions. Kampala Metropolitan Traffic Police Commander, Lawrence Niwabiine has hailed Kampala Capital City Authority for the several road constructions and infrastructural developments that are going on in Kampala. Niwabiine says the question of traffic jam, road use indiscipline cases and accidents in Kampala can only be answered by improving and constructing new routes in town given the increased traffic. Buganda Prime Minister Charles Peter Mayiga starts a 3 weeks tour of Europe and the US today where he is scheduled to meet the King’s subjects living and working there. Aronda Nyakairima reveals that Kabarole and Kyenjojo emerged the best performing districts in the recently concluded parish level mass enrolment for national IDs. Nyakairima says they had registered 100% registration in the two districts adding that Ntoroko, Bundibugyo and Kasese were among the other the best performing districts. Addressing local leaders in Bundibugyo district, Nyakairima said in the next 6 months attention will be drawn to registering students, the elderly, people with disabilities and pregnant women INTERNATIONAL NEWS US aircraft have launched fresh strikes against Islamic State (IS) militants in northern Iraq, despite threats from the group to kill a second American captive in retribution for continued attacks. US Navy fighters and drones provided air cover to Kurdish and Iraqi forces battling IS near the city of Mosul. On Tuesday the group released a video showing the beheading of journalist James Foley, who went missing in 2012. In it, the militants threatened to kill another US reporter they are holding. But since the video was released, American forces have conducted 14 new strikes near the Mosul dam, a key facility recaptured from IS militants earlier this week. The US has been carrying out strikes against IS - which has been seizing large parts of Syria and Iraq - since 8 August.
