68000 GRADUATES BLACKLISTED AS HELB CRABS WHIP ON DEFAULTERS Higher education loans board (HELB) have blacklisited more than 68000 graduates for defaulting on their payment and forwarding their names to credit reference bureau. The blacklisited borrower will not be allowed to access from any financial institution for aperiod of not less than seven yrs from time they completed their study. This moves comes after the expiry of amnesty campaign period where past beneficiary were allowed to pay outstanding loans in lump sum and have their penalties waived. chief executive officer said they recoved sh 670 million in the campaign
