7/26/14 KA JOKER KAAYO! On page 10 of the Philippine Star today, an article by Christina Mendez entitled “Joker to Noy:Don’t drag Cory into DAP controversy”, reported that: “Former senator Joker Arroyo criticized anew the Aquino administration for dragging the late President Corazon Aquino into the Disbursement Acceleration Program (DAP) controversy.” Joker was quoted as saying “They’re saying that Cory did DAP during her term just to emphasize that they did no wrong. They’re dragging the good name of Cory.” But, who cast the first drag? Much earlier Joker was reported as complaining that while Cory signed the law, she did not use it but it was only Pinoy who used it many years later (Cf. A Government of Men and not of Law, 7/14/14). The law being referred to is the The Administrative Code of 1987, signed by then President Cory and her Executive Secretary Joker Arroyo. It does not appear from the news reports that pnoy and his allies ever mentioned the name of Cory. Instead, they were impersonal by referring to the law itself. It is only Joker who keeps on invoking her name, but blasting pnoy for supposedly doing something in the name of the mother As the Cagay-anons (de Oro) would exclaim “huu, ka joker kayo!”.
