78% of the devolved funds are spent on salaries.Jubilee govt has devolved functions but not funds as its suffering from central govt phobia where both Uhuru and Ruto want to distribute mosquito nets and other form of handouts in exchange of support and at the expense of development and economic empowerment of ordinary Kenyans.It is saddening that the proponents of Luhya unity are supporting them with a view of ensuring that majority of Luhya do not break from the vicious circle as it is the case at Bahati Primary School-Lugari.But in dramatic turn of events Nandi Governor Cleophas Lagat and his entire County Assembly on Tuesday went against Jubilee’s stand on the referendum and threw their weight behind the push for a national vote to change the Constitution. Mr Lagat said Jubilee governors supporting the referendum call were ready to ship out of the ruling coalition if that was the price of fighting to have more funds allocated to counties.
