A BULLY AND A BOAR! Senate President Franklin Drilon lost his temper briefly at the first Senate hearing on the alleged overpriced Iloilo Convention Center (ICC) when Senator Nancy Binay asked questions to resource persons that obviously alluded to him. Binay asked resource speakers to explain how the funding for the project was sourced at the hearing of the Senate blue ribbon commitee on Thursday, November 13. She was told that the Tourism Infrastructure and Enterprise Zone Authority (TIEZA) provided the original funding of P200 million, and was later augmented by the Department of Public Works and Highways with P300 million more from its 2013 budget to allow the first phase of the project to proceed, while the remaining P200 million was funded from the DPWHs 2014 budget. Was this endorsed by a legislator? asked Binay, obviously referring to Drilon, who is being accused of causing the overprice of the project. Drilon, who was visibly irked by the question, chuckled and then butted in. Why doesnt my colleague ask me what my role in funding is? Lets not beat around the bush, he said. Senate blue ribbon chairman Senator Teofisto Guingona III was quick to intervene. Okay, okay, Mr Senate President, lets put to order. Sandali lang (Wait). When Drilon interjected again to make an explanation, Guingona called for a one minute suspension.
