A CRITICAL OVERVIEW OF PUBLIC SECTOR REFORM IN NIGERIA (102) Labour-Government conflict2: There is need for better communication between labour and government to achieve a shift in labour union orientation from being adversarial to being truly developmental. It is entirely possible to modernize the public service without jeopardising the traditional and essential rights of public servants. Indeed, civil servants should be hired based on demonstrated skills and talents, while they enjoy protection from ethno-religious, gender and any other form of discrimination, and from arbitrary personnel actions including freedom from political interference. Engaged and mutual respect in labour relations should therefore be a high priority for all stakeholders.
