A CRITICAL OVERVIEW OF PUBLIC SECTOR REFORM IN NIGERIA (137) Other good practices worth interrogating for possible benchmarking are the “Batho Pele” model in South Africa which was modelled after the Canadian best practice and managed by the Department for Public Service and Administration (DPSA); Office for Performance Management in the Prime Minister’s Office in Kenya overseen by a Permanent Secretary, and the Service Delivery Unit in the Prime Minister’s Office in the United Kingdom. There is also the Technical Unit for Public Sector Reform (UTRESP) located in the Office of the Prime Minister in Mozambique which offers operational guidance and methodological assistance to reform implementation agencies. In Mozambique, a change management team is in place in each MDA that supports the Permanent Secretary in planning, implementation and monitoring of reform in each sector. In Namibia, there is also the Efficiency and Charter Management Department with a strong tool kit and change management methodology worth looking at.
