A Cowlitz Case A Ryderwood woman lost her 2009 discrimination lawsuit, in which she claimed a Cowlitz County judge illegally barred her dog from the Hall of Justice. She claimed it was a service dog that helped her keep her balance, which was compromised by a back problem. That same year the county commissioners decided to exclude comfort and emotional support animals from county buildings.
