A Grand Jury does not decide guilt or innocence, a Grand Jury decides if a crime was committed, and if a crime was committed, was it committed within the jurisdiction of the court the Grand Jury is acting under, and does the evidence indicate that the person or persons, who may be indicted, could have committed the crime. If a Grand Jury indices a person or persons the district attorney may or may not go forward with charges, arrest and a trial. In most jurisdictions a prosecutor may arrest and bring to trial someone without a Grand Jury indictment. But in all cases the guilt or innocence will be determined by a Court with a Judge and that court may or may not have a Petit Jury. Tonights action was not that of guilt or innocence, it was the Grand Jury looking at the evidence and finding the evidence showed the the officer followed the law and didnt commit a crime, this is called no billed.
