The working instinct is the hunting instinct. This breed is bred to counteract movement - any movement.Nowadays busy farmers hand them over to an experienced trainer to get some semblance of control before taking them to sheep. Often its the hooligans that make the best workers.If working pups are bred correctly and started on sheep correctly- (this takes an intimate knowledge of the breed), ie off good working parents, they are worth training. Many collies are ISDS reg, have 100 year pedigrees and are an excellent prospect. Some collies are mistakes accidents - closely bred. This and the fact people have no knowledge of the breed leads to them being greatly mis-understood. An erratic tail often denotes an erratic brain. Showing eye, calmness and a tight or low slung tail are hopeful signs - as is chasing.
