A More Realistic Strategy for Promoting Academic Achievement Among Low and Moderate Income Students If you want to raise test scores and promote academic achievement among students from low and moderate income families, it would make much more sense to raise wages and expand the supply of affordable housing than to launch a national witch hunt to get rid of bad teachers. There are millions of students who are either homeless or living in unstable and crowded living conditions, where they experience food and sleep deprivation, intolerable levels of stress, and occasionally real fear of violence and abuse. To think that changing teachers can magically turn children in those conditions into disciplined, committed and successful learners is either cynical or naive.
