A PERCULIAR ATMOSPHERE. Chronicled evidence have pointed to the fact that, the NYSC scheme was founded and maintained, on the basis of the unique composition of the Nigerian state in its cultural, sociological, religious and ethnic variations. As it became imperative a statement of the fact that, the features of the Nigerian state in its multi-value pigmentation, with regards to the manifolds of the people constitutes a formidable threat to the co-operate and united existence of the nation. Our leaders, each became pregnant of propositions and concepts that would serve as a swift and effective scheme and predisposition that would rather focus on the sameness and similarities of the different entities that make up the Nigerian experience. The dilemma now began to bother on the functionality of ideologies to the State Nigeria as conceived in the (new) Nigerian dream, a nation (allegedly) bound together with one aspiration, one passion, one dream and one destination, despite our conglomerate of religious, social, cultural and ethnic propensities. The issue began to bother more on the development of a pragmatic system with a dynamic characteristic that would go a long way in modelling Nigeria as conceived in the minds of our fathers, as painted by the elders of the great and most populous black nation in the world. We should not forget that this problem and question focuses more on the youths of this nation, as our fathers have gone on an irretraceable and irreversible journey of selfishness, mistrust, sentiments, diatribalism, rage, hatred, greed, and bigotry in the light of the events and history of the 1960-1966 confusion, over how to administer the state without tilting the balance of power towards a particular regional direction at the expense of the other block, hence the event of the bloody civil uprising of 1967-1969 that left a heavy and deep unpleasant impact on the entity Nigeria. Is it possible for these youths be given a new sense of purpose and co-operate existence? Is it possible for the youths of this great and resourceful nation give a new face and image to the state? How possible is it, that the mistakes and land mines of yesterday would not be given a chance to show up again? How possible is it, that the healing of yesterday’s confrontation and battle be obtained and sustained for the coming generation to bask on the new glorious co-operate, strong and efficient and self- sufficient entity called Nigeria? However, a formula was predicated by the administration of General Yakubu Gowon in 1973, when the NYSC decree of no.24 of the 22nd May 1973, which reads thus: “with a view to the proper encouragement and development of common ties among the youths of Nigeria and the promotion of National unity; it took effect with a plethora of promises to succour the monster of segmentation, illiteracy…and under-development that had eaten deep into the fabric and system of the Nigerian reality. Forty years into the operation and existence of the NYSC scheme, landmark show of fulfilment and otherwise is on the sand-print, and since the scheme is a dynamic one in nature, the scheme, on and on is on a train of transformation and result oriented passages in order to catch up with new challenges of the scheme as demanded by the trend of time, without deviating from it’s obliged objectives and values. The NYSC scheme accommodates Nigerian graduates of varsities and polytechnics, in a one-year national project for heterogeneous complementary assignments with respect to the peculiar nature of the Nigerian challenge per time..
