The first step in this process is to determine if the threat is one which has been expressed or one that has been posed. For example, if you accidentally cut someone off on the road and they yell out, “I’m going to kill you,” they have expressed a threat. If they say nothing, but you seem them scowling in the rear-view mirror as they start to follow you home, their behavior poses a threat.
