A Vacuum in National Leadership: If we have Military Generals leading our Army in times of War. Why cant we have a General Officer for Crises Management in times of National Disaster leading our army of rescuers, doctors, nurses, relief workers and peace and order elements? Lets face the facts: Storms and other Natural calamities is a regular occurrence in our country. The Military is not up the task. The National Government is proven clueless partly due to our Presidents inexperience in Disaster Management and Risk Reduction. Therefore, it is logical to have a chief executive officer to run the governments efforts in times of disaster. Again, it doesnt have to be our Presidents cup of tea.Who says the the President must run everything on his own at All times? -padingromy
