A change in velocity of a charged particle induces an electromagnetic field. However, a change in current through a conducter only induces a magnetic field; no electric component... why??? After all, the charges on the surface of a conducter must have a changing velocity in order to cause a change in current... right? I know Amperes law and the Ampere-Maxwell equation is the basic commonality... Ill ask my EM professor next week if I dont know by then...
