Here is a novel idea solution...how about we sequester those that created the problem rather than penalize we the people with their lies and deceit that has them continuing to passing go and collecting millions. 3) In his speech at a graduation ceremony Chancellor Goldstein said it all "It is not who you know but WHOM you know."
