A declassified Official US Cable from 1954 confirms speculation that Pakistan and Afghanistan were negotiating to merge to form a powerful federation.The federation of Pakistan and Afghanistan was an idea to from the largest and most powerful Muslim state in the world, it was born out of negotiations between the 1st Prime Minister of Pakistan Shaheed-e-Millat Nawabzada Liaquat Ali Khan & His majesty the King of Afghanistan Mohammed Zahir Shah. The progress on the negotiations were severely disrupted & eventually died off, after an Afghan assassin Saad Akbar Babrak assassinated PM Liaqat Ali Khan on 16th October 1951.
