A fairly fundamental rule of negotiation, it seems to me, is allow you and your interlocutor space to back down with some dignity. This is especially true when a) you blackmail the President of the USA to abandon his signal achievement (good or ill) which is already law of the land and b) your threat is to destroy the US and possibly the world recovery. Go forward you look evil and heartless: go back you look like a posturing, grandstanding blowhard. Dear oh dear.
