A federal judge cleared a lawsuit against the Arizona Department of Corrections to proceed as a class action suit. The American Civil Liberties Union and a California law office filed the action believing the states prisoner suicide rate, which is 60% higher than the national average, is caused by excessive use of solitary confinement. From 2011 to 2013, prisoners in solitary confinement accounted for nine percent of the total population, but accounted for more than half of all suicides, according to a report by The Arizona Republic.
