A few facts: at the polls of 2004, UPP had 13 seats ALP had 4. Spencer, headed what seemed to be a well organized, well drilled Team. His campaign stratergy (more at the Christiam Population) was well received. UPP was not only the Govt but had the popular support. By 2009 UPP n Balwins support took a significant blow both at the Govt level n Popular support. Also, we had a night mare at some of the polling stations. The Hiarchy of UPP instead of accepting responsibility n move to address the real issue, opted to point finger at particulars n made a mockery of the Electoral Comission. Of all the finger pointing n blame game, no one thought it wise to see which Ministry had responsibility to the Electoral Comission. The Head was exonerated. Approaching 2014 Election, The Electoral Comission still sits with The Ministry of The Chief Servant n were having another mess up. Cant anyone see where the problem is?
