A few months ago I was ticketed for this after work at 5 in the morning on an empty train. While angry about it, until I saw this I thought it was just the cops filling their quota of tickets for the month on the easiest prey. The polices justification for the over-enforcement of this rule is essentially this: It is good because it allows us to run peoples names and search them without any real reason. While the practice itself may be legal, the justification flies in the face of the 4th amendment and our right to be secure from unreasonable searches and seizures.
