A few thoughts about road matters and the law in Uganda: Eutaw having relied on forged bonds accessed and misappropriated public funds. Eutaw also allegedly breached privisions on subcontracting its contractual rights. Now the company in the eye of all sorts of infractions on the law is threatening legal action. Meanwhile, the chinese subcontractor who has no contract with government demands compensation. And refuses to vacate a site they are occupying on the basis of a void contract. Has their lawyer bothered to inform them of the Supreme Court decision in NSSF v. ALCON International? I am watching to see how this plays out and what opinions our learned AG is going to issue this time round. Then there is this stretch along Prince Charles in Kololo that has been blocked for at least 3 years now. Half the road is now a construction site. The site office is in the road reserve. And here I was thinking roads in Kampala are public to which we all claim easement rights. Folks have even put iron sheets and I believe KCCA approved the construction of a site office in the road! (For the office should not exist without approval). I am really curious to know who these untouchables are. George Orwell must have lived in Uganda. How else would he have known some animals are more equal than others?
