A few weeks ago another episode in the terribly sad story of how Azerbaijan captured the Council of Europe occured. At the most recent meeting in Strasbourg of the Parliamentary Assembly of the Council of Europe (PACE) one of the most open apologists of the Baku regime, Pedro Agramunt - a man who voted first against having any definition for political prisoners in late 2012, and then again to defeat the resolution on political prisoners in Azerbaijan in January 2013 - was appointed by other supporters of Baku as the new rapporteur on political prisoners - the very issue he did not believe existed until now. Since his appointment the leading human rights defenders in Baku - people who worked on this very topic of political prisoners - have been arrested: Rasul Jafarov, Leyla Junus and others. Here - in 10 minutes - as a reminder the shocking story of how Azerbaijan captured the Council of Europe. This autumn all those in Europe who believe in human rights and the European Convention must organise - more effectively than we have done so far - to take this institution back.
