A good monarch, as he or she would do for their own children, would teach a High and Royal education in public schools at no cost; would work a few days a year in each government service to show them Royally, how it ought to be done; would work sign tradesman, musicians, artists, artisans etc.. To expound to them the knowledge of their ancestors who are renowned for their innovation and concepts; there are royals from every nation who love their country and people that much they will do it, its up to the people to vote them in and give them authority based on the authority of the people; for a monarch represents and serves the people, not the other way around.
