A great deal of the blame is directed to public health organizations whose regulations and policies are overly stringent (whole, raw milk, etc.). As a result, grocery stores are forced to purchase more than is necessary to keep up with regulatory demands. Not to mention the massive roadblocks for producers (ie farmers) in attempting to sell their products directly vs through regulatory boards. We, as a nation, are far too used to pretty produce, groomed to believe we deserve better than a bruise on an apple or a less than perfectly formed cucumber...this has driven the demand for food waste even further.
