A last-minute addition to the lame ducks bad-idea roster is a bill that would prevent cities from adopting a community benefits ordinance. If youre not familiar with the term, community benefits agreements often accompany large, high-dollar developments, such as the Ilitch familys new hockey stadium or the construction of a new bridge to Canada. The idea is that, while development is good, by and large, an influx of people and traffic, not to mention land purchase and clearing, can have negative consequences for the community in which the developments are located. A community benefits agreement, if made in good faith, can mitigate those impacts, or at least provide positive returns to balance the negative.
