A lot of the false flag terrorist attacks that the U.S. CIA and FBI carry out against our own people are done using not agents but what they call assets. In other words they coax someone they think has the potential of committing a terrorist act, set him up with the contacts and supplies he needs, suggest the idea to him, offer him things he wants or needs to ensure his compliance, meet with him regularly. The agents/officers know its going to happen, they help make sure it happens and they dont interfere. Then they can claim it was not a false flag government operation---and that anyone who accuses them of mass murder is a nutjob. Then, even though the govt agencies appear to have known and had prior relationships with the perps youre crazy if you say the govt did it. Even though it leaks out that some high officials in govt must have had prior knowledge of the attack, and not only let it happen anyway, but actually told those who guard against such things to stand down, youre a nut if you suggest such behavior is suspect. Even if govt officials high in the FBI, CIA, DIA or executive branch actually ordered off other govt agents who stumbled upon the plot the assets were being led to hatch, youre a conspiracy theorist if you want it investigated. The govt can do anything they want to anyone they want using assets, and then claim they didnt do it. e.g. overthrowing your country by supplying a terrorist group that starts a civil war. They could throw you into population in a prison for no good reason, where they are certain you would be brutally raped, and then claim with a straight face that anyone who claims they raped you is a crazy person.
