Miryam Yataco presents The changing face of Language Policy in Peru This talk will explore recent changes in the politics of language in Peru – both the top-down changes in government language policy, and the bottom-up or grassroots movements around language preservation. In recent years, the notion of “language rights” has received substantial coverage in Peru’s mainstream media, along with the concept of Peru as a multilingual state. This comes in the aftermath of new legislation defining and protecting language rights that was passed in 2011, which is being implemented throughout the country. However, for most of its history, Peru has been a monolingual state with a long tradition of forcibly homogenizing indigenous languages. Even as this new legislation is being implemented, there are still threats to many Amazonian languages, and declining shifts in the use of Quechua and Aymara around the country. This talk questions whether these changes in state policy can actually challenge the embedded linguistic ideologies, and help stem the decline or loss or indigenous languages, or will they remain simply empty declarations. It will also report on some of the ways that indigenous communities throughout the country are working to protect their own linguistic heritage – and the nation’s linguistic patrimony.
